I think many here are misssing a basic point...pin 16 is defined by
IEEE-1284 as active *LOW*.  So the circuit should be designed/modified as
such and the apps configured to use active LOW.

Don't know if you already got an answer for this, but the Parallel
"standard" (IEEE-1284) shows pin 16 as active LOW.  This means that at
power-on (and resets), the pin is HIGH.

So the port is acting normally.  Looks like you might need to add an
inverter (e.g. a transistor or 7404/7416) to your circuit.  There's probably
also a place to configure CTWin and DX4Win to use active LOW keying and
you'll need to do that too.
