Elecraft sells a DSP module for the K1, which might be useable. Its
pre-assembled. However, you might have to write a program for a
microcontroller to talk to it and tell it want to do. Normally, the DSP
module plugs into the K1, who's internal processor talks to it.  

All the hardware based DSP projects I've seen (and not many of them at
that) are based on a manufactures evaluation board for a given part. These
evaluation boards generally run $300 to $500. 

The reason you don't see homebrew DSP projects or kits is the DSP chip is
generally in a 100+ pin, fine lead pitched package and is a real chore to
hand solder. Then there is the problem of programming them. To say nothing
of the problem of actually writting the program to make them do something
useful. 

The best solution might be to get a lap top with sound card which can run a
software DSP program, of which many are available.
