Richard,

Think of the double outer shield as a single conductor.
So what if the manufacture double wrapped the shields to get that much 
conductor warped around the other inner conductor.

It is just the mechanical arrangement of the cable.

The double layer just makes for a more effective shield than a single braided 
layer.
It makes a good cable for RF
