[HomeBrew] Powering a laptop from 12 volts...

Hi All,

I operate digi mobile while the YL drives but I'm limited to
the laptops battery charge for operation. 
Laptops now days require around 17 volts for operation and
recharge.
Is there some sort of voltage stepup device I can build that
will permit the car 12 volts to be turned to 17-18 volts ??
