[HIham] Hawaii QSL Bureau to handle outgoing cards

For those of you who are still using paper QSLs, note that the ARRL has 
greatly reduced the cost of handling outgoing cards.  Here is the 
announcement:

*QSL Service Fee Structure (as of May 15, 2019)*

ARRL members — including foreign members, QSL Managers, or managers for 
DXpeditions — should enclose payment as follows:

*Through May 14, 2019, the rate structure was:
     $1.15 per ounce, plus $7.00 QSL Bureau service fee*.

*Effective May 15, 2019, the new rate structure is:*
*  $2 for 10 or fewer cards in one envelope.
     $3 for 11-20 cards in one envelope, or 75 cents per ounce, for 
packages with 21 or more cards. *
[For example, a package containing 1.5 pounds of cards -- 24 ounces, or 
about 225 cards --  will cost $18.]

Under the new fee structure, there are no transaction service fees.

Because there are no longer any service fees, the Hawaii QSL Bureau will 
now accept outgoing foreign cards (to non-US calls only).  To use the 
outgoing service, you must have an account with the KH6 bureau.  You do 
not need to be an ARRL member, as the bureau automatically qualifies.  
Mail me your cards (or drop them off in person, etc.)  I will then 
assemble an outgoing package to ARRL when I have accumulated enough 
cards to keep the mailing costs down.  There will be a charge to your 
bureau account of $1 per ounce (about 10 cards per ounce).  The extra 25 
cents per ounce covers the cost of mailing from the KH6 bureau to ARRL.  
Note that sending cards via the KH6 bureau will be slower than sending 
them to ARRL directly, but in any case ARRL does foreign mailings only 
about once a quarter.
