[HIham] House Bill 980, mobile electronics, passed the Senate

HB 980, the State version of the hands-free cellular telephone law has 
passed the Senate and has been transmitted to the House where it will 
convene a conference committee with the Senate.

The exemption for amateur radio operators remains intact.
