[HIham] Temporary Mt Olomana 146.66 MHz VHF repeater install starting Fri, Dec 7

Per Chris, NH7QH.

The EARC will replace the Olomana VHF 146.66 MHz repeater from District 
IV EOC on Friday morning, December 7 with a temporary VHF repeater so 
that the old equipment can be removed and repairs done. A PL tone of 
103.5 will be added to the repeater.  The UHF repeater will be down for 
repairs.
