This report covers Mid-May to Mid-June 2011

Walter Kiilau, WH7CF, of Kauai passed away on 3-31. He was with the Kauai
ARC but was not active.

On Wednesday, May 18, the European Communications Office (ECO) in Copenhagen
added the Russian Federation to the list of those countries that accept the
CEPT reciprocal operating arrangements. Now US hams who hold an FCC-issued
General, Advanced or Amateur Extra class Amateur Radio licenses may operate
in Russia, as well as the other countries covered by the European Conference
of Postal and Telecommunications Administrations (CEPT), subject to the
regulations in force in the country visited, to operate in those countries.
Check the ARRL websites for more info.

Registration is now open for the online Introduction to Emergency
Communications course (EC-001). Course information, including a description,
pre-requisites and instructions on how to register are available on the ARRL
website. Slots are still available for the session which begins Friday, July
29; the registration deadline is Sunday, July 17. A new course (EC-016) now
takes the place of the former EC-002 and EC-003. In addition to much of the
original material, the new course now requires completion of several
FEMA/ICS courses. In some locations courses are required to have an
appointment in the ARES program. Some NGO's also require them to
participate in their programs. We need to emphasize that one of the major
reasons Amateur Radio exists is because we have trained backup emergency
services. The two major programs are RACES and ARES. RACES is primarily a
CD or government responding group. ARES is an ARRL sponsored program that
supports numerous emergency agencies and NGO's. ARRL charges $35 each for
its courses. The good news is the FEMA/ICS courses are free and take only a
couple hours each. ARRL Education Services Manager Debra Johnson, K1DMJ,
explained that she is also looking for qualified volunteers to provide
support as Mentors for the course, as well as Field Instructors who want to
lead classroom sessions to instruct the course material. In the future
training will increase in importance which means now is the time to get
prepared.

The first step is getting your license or upgrading an existing license.
Kevin Bogan, AH6QO and Bart Aranoff, WH6AA are teaching a series of
Technician Class License classes in Honolulu. Contact your local club or
group for more details on license classes. Most clubs have them from time to
time.

October 14 to 16 is Pacificon 2011 at the Marriott in Santa Clara, CA.
Website is:

 <http://www.pacificon.org/> http://www.pacificon.org/

Nov. 12-20 is the Asia Pacific Economic Cooperation aka APEC. President
Barack Obama's selection of Hawaii as the site for the annual APEC Leaders
meeting means Honolulu will be in the world spotlight. The meetings, will
be at the Hawai'i Convention Center. It is expected to draw more than 10,000
people. Security and communications are a top priority. There are no
planned Amateur Radio events however many groups like CD, FEMA and VOAD
expect to have us as a backup communications means should unforeseen
problems happen.

Another shipment of QSL cards from the ARRL QSL bureau has arrived on Oahu,
courtesy of Barbara NH7FY and Chuck AH6SC. As usual, more than half are for
Martin KH6MB, but there were some for the rest of us. Relatively large
numbers of new cards are for AH6NF KH6IB KH6J KH6MB WH6R. Cards can be
picked up at HARC, KARC, or EARC Oahu meetings courtesy of Kevin AH6QO who
has volunteered to tote them around. They will also be at the KH6J Field
Day site at Kualoa Park on Saturday, from late morning to late afternoon.
They may be picked up at Ned's QTH with some advance warning (e-mail and
phone contact information below). Or they may be mailed if you have
established an account with Barbara Darling NH7FY, the overall QSL manager
for the state of Hawaii. Contact her for details. She will want SASE
envelopes addressed to yourself. Remember the postage rate just went up.
Tnx, Ned, KH7JJ

The Makani Pahili 2011 exercise was on Saturday May 28. It was the annual
hurricane, drill. Hurricane season officially started on June 1. On May 14
the Maui node of the SCD VHF RACES repeater network was restored just before
the annual State-wide practice.

June 25 and 26 will be the Field Day weekend. Is your club location on the
ARRL field day finder maps? <http://www.arrl.org/field-day-locator>
http://www.arrl.org/field-day-locator . So far EARC/KARC will be at Kualoa
Park on windward Oahu. BIARC will be at Wailoa Visitors center in Hilo. The
HI QRP club will be at Leleiwi Park in Hilo and the Kauai club will be at
Nawiliwili Yacht club. Even AH2G, the Marianas Amateur Radio Club is on the
map. Those not on the locator (that we know of) are Maui ARC which will be
at Hookipa and South Point ARC which will be at Wittington Park.

The HealthComm net is on the 1st Saturday of each month. July 2nd at 9AM is
the next one. Starting 3.888 MHz SSB, next 7.080 MHz SSB, last 5.371.5 MHZ
USB 50w PEP.

We're pleased to announce that Director Vallio has approved the application
of the Emergency Amateur Radio Club to hold an ARRL approved
Hamfest/swap-meet in Honolulu on Saturday August 6 from 8AM to 12 Noon at
the Fleet Reserve Association. This is their normal meeting place.

KALAUPAPA DXPEDITION: Bev, AH6NF, reports that the Kalaupapa DxPedition
is a definite "go" for Hawaii QSO Party weekend Aug 27/28 and will be
operating as one of Hawaii's special event stations. Many thanks to Joe AH0A
and Bart WH6AA who worked with the National Park Service and the State
Department of Health to make this happen. Six members and two alternates
have been chosen for the team. A charter flight will transport them there,
and they will operate from the Kalaupapa Settlement itself. The effort will
be funded by those making the trip. Joe Speroni is leading a group, which
includes some on the team, to help interested Kalaupapa residents (Park
Service, Department of Health and patients) in obtaining their ham radio
licenses and acquiring equipment for an emergency communications setup. For
many years the Hanson's Disease colony aka Leprosy was a separate county
called Kalawao. Since it is now a national historic park under the US park
service; the separate county status is in limbo. County hunters however
still consider it the rarest county in the US and it is considered a
separate county for the Hawaii QSO party. The url is:
