[HIham] 147.06 Repeater undergoing maintenance and repair

The 147.06 SCD RACES repeater have been taken out of service for about a 
week while it undergoes maintenance and repair.  The remainder of the 
State-wide SCD RACES repeaters are interconnected and operational.

The alternate repeater is Mt Haleakala 147.02.  We currently do not have 
direct access to it from the SCD EOC -- which will be corrected sometime 
during the summer timeframe.
