Thanks Bart for your keen review, insights and support. For a while, it
was getting lonely guiding the effort and response through the State
Legislature.

I'm home briefly from work to fix a defect in the web page, and will
update it later tonight with the added information below. I physically
delivered written testimonies to Rms 205 and 403 this morning. There is
a box outside of Rm 403 for collecting testimony for the TRN committee.

With your additional insights, I agree that HB 2785 is most likely the
one to gain traction. It is good practice to submit testimony on all
bills, as we are not assured which one will be the one to make it past
the committee, the legislative chamber and cross over to the other
side. I've corrected subtle errors in previous submissions and am ready
to resubmit an error free testimony for HB 2785 when the hearing date is
posted.

Under Hawaii law, every bill must have a single subject, expressed in it's title, which title cannot be changed once introduced. The bill would have been fine if its title had been "Relating to mobile electronic devices," or something similarly inclusive, but because it specifies only mobile communication, it can only relate to mobile communication, not other mobile electronic devices. This is a technicality, but a critical one. IT IS STILL IMPORTANT TO TESTIFY ON THIS ONE, but it will die.

They are not favored because they are part of the Governor's Legislative Package, both introduced "By Request". Historically with this Governor, the Democrats would rather pass a bill sponsored by Democrats, even if it adopts the exact language of the Governor's bill. I have not heard anything about improving relationships between our Governor and our Majority caucuses, but one of these could advance. Thankfully we should know before long.
