[HIham] ISS is back on reverse cross-band mode

The International Space Station has completed the tests of the L/V 
crossband repeat, and is now
on the VHF/UHF crossband repeat mode.

Uplink os 145.99 MHz, with a PL of 67.0

Downlink is 437.80 MHz.

Access is reliable with an Arrow beam, and 30 watts, on elevations as 
low as 7 degrees.

Due tot he large 10 kHz doppler on UHF, changing the default tuning 
steps from 25 kHz
to 5 kHz for most modern radios is highly recommended to squeeze out 
extra time on the
passes.

This mode will remain active for about another two weeks, at which time 
it will conclude
the 25th anniversary elebration of W5LFL's first contacts from space.
