[HIham] Info on C&C Bill #4

Dear amateur radio operators on the email reflectors.

A web page has been put together with reports regarding C&C Bill #4, 
introduced on Jan 28.  The bill concerns an intended ban on the use of 
cell phones and other handheld and mobile electronic devices while 
operating a motor vehicle on the island of Oahu.  The bill is broadly 
written, and in its current form has a potential impact on amateur radio 
mobile operations.
