STSPLUS has a set of predefined coordinates for various cities, so I
picked Kona, and it had the entry and went with that. I'm unable to
update that file, but you're welcome to download a copy of the program
and make the entries/modifications for your location.
There is no URL on the Internet that shows the eact operating mode of
the ISS. You read the various reports on ISSFANCLUB.COM as reported by
hams around the world, and interpret/forecast what mode is likely to be
running at that time. If the reports are current, such as 5 or 10
minutes ago, and report positive confirmation of a given mode, then one
has a high confidence that the ISS is running in that mode, and one
hopes that it's still in that mode when it comes overhead.
Similar to chasing DX. One reads the spots, and takes one's chances at
any given moment.
