The equipment is in place, however, no further funding or effort is 
being put into this series of equipment.  The throughput is too slow for 
practical inter-island uses.

Research is being done on D-STAR based IP packet networks.

Results so far are mixed.  Although individual nodes can accomplish 
quite a bit, I'm awaiting further efforts in the D-STAR arena that'll 
yield a more wide-ranging and survivable network.

In the interim, APRS offers the largest served area of connectivity for 
normal and emergency communications.
