To Whom it my Concern:

I am Bill Cullen amateur radio call sign WH6DQ. I live on the Big Island of
Hawaii.  I have lived in Hawaii since 1978 and was here
for Hurricane Iniki in the late Summer of 1992.

 I was one of the first Hams to contact Kauai and provide vital
communications to the US mainland.  We continued for two weeks getting
messages out of Kauai at our expense by phone to all other Islands and the
U.S. Mainland. The people where of course very appreciative.

I have been involved in many ocean emergency communications via U.S. Coast
Guard and the United States Air Force with people from all over the world.
We hams in the Hawaiian Islands are an asset to these traveling mariners.
One example, (of to many to count) was the saving of five Teachers from
Fanning Island on a fishing trip who were lost at sea.. This would not be
possible at all without my 45 feet tower and Yagi antenna.

Not all Hams can hear the same signal. Location of an antenna can mean the
difference in life or death.  It is very important to have antennas in
condos and sub divisions etc where there are CCand R in affect. For example,
KH6CDO Dr. Frank Young could not hear a Mother in the South Pacific who had
an emergency. Her child had fallen off the boat cabin and had severe head
injuries. I radio patched Dr. Young into the Mothers boat and the coast
guard. Doctor Young gave the Mother very important medical information that
probably saved the child's life. The mother and child was air lifted to a
hospital in New Zealand the next day.

Please, for the sake of many children and adults in the future, support
House Bills 2773 and 2774.
