[Henry] WARC band s on Henry amps?

Plate bias choke resonance is the limiter here.  These amps were not
designed to work on the WARC bands.  I think the plate bias choke goes
resonant either above or below the 15M band.

My 8K will IIRC 17 is limited to 200 watts, I think 12 is limited also
