[Henry] 3K Premier problem on 10 Meters

I have mostly solved the tuning problem I was having on 10M, but looking
into this has raised further questions.
I emailed Ted at Henry Radio, and he said there was a change to the 10M
coil late in production, but he was unable to provide details and said
the part was no longer available. My amp was built in 1996, so it
probably doesn't have this late design change.
I slightly spread out the turns of the 3.25 turn 10M tank coil. I
increased the overall length of the coil by 1/4 to 1/2 inch and the amp
now tunes as high as 28.7 MHz.
Looking at the pictorial drawing on page 52 of the manual, the 10M tank
coil is shown as having its axis parallel to the rotary inductor. In my
amp, the 10M coil is at a right angle to the rotary inductor. Its axis
is from side to side rather than from front to back. I realize the
pictorial drawing is just an approximation, but I'm wondering how the
10M coil is oriented in other 3K Premiers?
I know the previous owner of this amp replaced the rotary inductor, and
I'm wondering if in the process he removed the 10M coil and re-installed
it incorrectly? The pigtail end of the coil which attaches to the
doorknob capacitor assembly has tool marks which make it look like it
may have been re-formed. This could also account for how the turns of
the coil apparently were squeezed together making the inductance too high.
Another question I have just as an item of curiosity is what was done to
the amps as shipped to prevent them from working above 25 MHz as
formerly required by the FCC?
