[Heathkit] Clock GC-1195 display issue

My clock has just started displaying all LEDs (18:88) after working just
fine for the past year. I bought the clock used and assembled. Chimes seem
to still work but time cannot be adjusted.

Any ideas for resolving this issue would be greatly appreciated.
