[Heathkit] HW-16 L9 value

Since the final and those two sit in the same compartment, I suspect some kind of feedback is happening from final tube and/or tank coil to those stages.  That 25W might not even all be in a ham band in that case.Checked or replaced the final tube?Checked or replaced the driver tube?
Ensure the grid bias is correct for the driver?Absolutely sure the HG-10 is delivering enough drive AND on the right freq?

Well,  I tried a bunch of things and here's what I found.    L9 Seems to
be good.

I'm getting 25W out on 15M when L9 is peaked.... but... wait for it....
ONLY if both tube shields for the Oscillator and Driver are removed.

If I put either or both tube shields on,  the power drops to 1W out.
Repeatable.

The tubes test good.
