Mark,
Just a guess but have you tried a 40M crystal on 15M instead of the VFO?
Many years ago I had a similar issue (not Heathkit) with a low output
voltage on an external VFO. It worked fine on one band but not on the other
bands where it operated double or triple the fundamental.
