Mark,

I have no idea of the correct inductance, but if you can measure the
parallel capacitance when the rig is set up to 15 meters you can calculate
it.

A couple of probably lame suggestions based on the fact that an adjustment
doesn't change the value much if at all:
1.  Is there actually a slug inside the coil form?

2.  Has the slug become disconnected from the adjustment screw?

3.  If you don't know the history of the rig, is it possible that somebody
put the wrong (or replacement) slug in the coil?
