If that S-meter is derived from an AGC line, look for gassy tubes in the AGC circuits. Had that happen to me once.

The only way I can get the S-Meter to zero on my HW-101 with RF Gain max
(per the set-up section of the manual) is with the "METER" pot cranked all
the way to ground.
Voltage readings on the 6AU6 IF amplifier (V3) and the diode sections of the
6BN8 (V13) are more or less normal.
Is this unusual?
The two 47 Ohm resistors in the cathode line of the 6AU6 (V3) seem unusually
small. I would expect about 470 Ohms, total.
