It is possible that r.f. is getting into the Zener.  Try adding like 0.001 mfd capacitors to chassis ground on each side of the Zener as close to the diode as possible.

Thanks for your response!  First…. that was OPR as in operate. ;-)

Also I didn’t mention it, but the OB2 VR tube has been replaced by a Zener diode which regulates the voltage well.
