   I don't know much about these, but if you watch the VR tube while
changing the switch, the glow should change but it should never go off.
The Voltage (108 Volts) across the VR tube should not change very much.

   The OB2 requires in input Voltage of 133 Volts under all conditions.
   (before the 10 k at 10 Watt resistor, R11)

   QPR?  did you mean QRP?
