[Heathkit] Heathkit TT-1 Question

I've been wrestling with a Heathkit TT-1 tube tester.  Key caps and
resistors have been replaced. BIAS and SIGNAL calibration on target.  METER
CIRCUIT calibration not so much.  Calibration requires the ability to adjust
the meter to 1100 micromhos with control CF.  The most I can get is 1000.
1000 is close to 1100 but I don't like to leave sets with controls at
maximum.  Another unit nearby adjusts normally.

 

Before I dig dipper, has anyone dealt with this issue?
