[Heathkit] Strange wire in SB-401

I've been doing some initial investigation into a SB-401 I recently
acquired.  On the Carrier Generator Circuit Board there is a wire soldered
on the board with a tag that says "Remove when replacing V12".  V12 is the
VOX/RELAY/SIDETONE amplifier tube.  I've checked every page in the manual
for notes as well as reviewed the SB-401 Heathkit service bulletins with no
success.  Had anyone seen this before?
