[Heathkit] Heathkit TT-1A Question

My buddy has a restored TT-1A tube tester that is burping on a 6L6 and 6C5.
The roll chart and booklet have matching settings.  Both tubes check bad.
But, they check fine on my Hickok 639C and they work fine in the circuit.
Spiral chart on the Heathkit is dated 11/78 and roll chart is dated 1/1/64.

 

Any ideas?
