[Heathkit] SB-104A PA PROBLEM

I do NOT know if my PA transistors are bad or not...I made the voltage check described in the Manual and, under key-down in SSB, the voltage read was 0.715V at both the test points. Manual says the V should be 0.65V if OK and 1.2V if the PAs are bad. Can anyone help me with this? Right now, I can get about 1W out on Low and about 5W on High and the audio is clear and undistorted, so it seems as though the Driver Board is working.
