It is worth noting that the second bullet from bottom says:

"Do not send HTML, rich text, or stylized email, or messages in "quoted-printable" format. Not all email programs of list members will recognize such formats. Send messages in Plain Text. "

It conveys the message that the reason for plain text is consideration for other msg recipients, not because of a limitation inherent in the reflector.  

As I mentioned, I have seen HTML formatted messages transiting other forums on mailman at qth.net without any obvious issues. I just now passed a "rich text" HTML formatted message thru the ARC5 forum, just to be sure. This seems peculiar to Heathkit forum processing.
