The Apache is the TX-1, not the AT-1!
The AT-1 was Heath's first "real" transmitter kit. It uses a 6L6 in the final amplifier.

I found no reference to an "off" position in the verbiage.
I am guessing that you are looking at some other schematic than that
of the Apache.
