13 ounces and under can go USPS First Class Mail. 13.1 ounces and up go
Priority Mail. Technically, if there's no advertising in the manual, it
can go Media Rate but Media Rate stuff can be opened for postal
inspection to determine if it's Media Mail valid; it generally takes
longer to get to its destination; and Media Mail is considered lowest
priority with probably the least care for handling.
I ship all my manuals First Class Parcel (you get free tracking) but it's
more expensive then First Class surface mail (can't get tracking with
this). Priority Mail also gets free tracking.
