I agree with Ron’s response that you need to look at the power supply outputs with a scope because a meter isn’t going to respond fast enough to show “glitches” that can cause this warble.  The HW-16 is mostly a transceiver in name only with very little commonality between the transmit and receive sections and for the warble to appear on both transmit and receive the power supply is the overwhelming favorite as the cause.
