Here we go again. The knee jerk reaction to the mention of PCB. I suggest
that those who wish to be truly informed to read more on the background of
PCBs. To get you started here is one that will give a balanced view.
http://www.clearwater.org/news/pcbhealth.html
"Why are PCBs called a `probable´ carcinogen?
EPA´s regulations on cancer-causing chemicals use the term `probable´ when a
chemical is known to cause cancer in animals and where there is evidence
that suggests that it causes cancer in humans but which is not conclusive."
Also consider the dosage rate, the concentration and the method of entrance
(ingestion) used in the tests. Like AF4K, I believe the scare about PCBs is
over reaction. As a precaution, I would not ingest anything containing PCB.
Personally I do not have a problem handling it or getting an oil containing
PCB on my skin. Of course I would wash as soon as possible as just a
precaution.

I wasn't born in Saskatchewan, but I got here as soon as I could.

I think you were very lucky. See
http://www.epa.gov/epawaste/hazard/tsd/pcbs/pubs/effects.htm
for more and why its considered so dangerous.
