If you switch the speaker off, does it still oscillate?  If not, 
maybe something is microphonic?


Did you check the DC voltages shown on the schematic Phil?

They should be within 20%.

It was designed for a 117 Volt AC input.  I've seen places in 
this area where line voltage is almost 125 volts.

Power companies charge by the KW-Hour.  When more customers are 
being added, they can increase the voltage to deliver more 
KW-Hours instead of increasing transmission line current 
capacity to handle the additional demand.

Then there are those older radios designed for 105-110 volts...
