[Heathkit] RX-1/TX-1 Frequency Question

I'm having a discussion with a CB person on Face Book who is looking for a
way to put his Apache on 11 meters.  I am encouraging him to get his HAM
ticket but he is now getting defensive.  I wanted to make sure I had all the
facts about the big Heathkit iron prior to continuing the discussion.

There is no front panel control on the TX-1 to reduce output to 5 watts.
The drive control on the TX-1 controls grid drive not output power.
