[Heathkit] RX-1/TX-1 Frequency Question

RX-1 had an 11 meter dial that covered CB channels 1 to 22.

TX-1 did not cover any CB channels at all unless you used a crystal.   

 

I wonder why the differences.  Even if you could get an Apache on 11 meters
you would be running way too much power.
