[Heathkit] SB 220

I  just got  a SB 220 working. I replaced the .82 and 1 ohm resistor. The 3600 ohm resistor is good as is the zener. The problem is that the plate meter does not read. It moves a little on full carrier 100 watts and the output is 900 watts on CW so is working well. Checking the meter with an ohm meter the meter works. It is like the current is not flowing thru the 1 ohm resistor. Any ideas? Ray WD0FDR    HR2B
