The HP23A here on bench just tested, NO load measures
with 122.8V applied:

7.1V at 6V at socket
14.2V at 12V
824V at HV
278V at LV
-133V on bias (adjustable)

You need to measure filament from 'Fil comm' to output taps and
from 'Gnd' for other voltages.
Is it wired correctly?
