It is of the same general physical configuration of the meters used in Heath equipment. However, I don't believe that it came from a piece of Heath equipment.
From the scales on the meter, I believe that it came from a "CB" transceiver and none of the "CB" transceivers in Penson's book have this meter. The top scale is, obviously, an "S" meter. The second scale would be for metering the modulation percentage of an AM transmitter. Finally, the bottom scale looks like it would be to monitor the power output of the transmitter and, since, by law, "CB" AM transmitters are limited to 4-watts carrier, the 0 - 5 indications indicate a wattmeter with a maximum power of 5-watts.
