I am a little confused by your terminology. "Full mesh" should be maximum
capacitance, not minimum. 

Beyond that, however, my recollection is that the MT-1 vfo was a pretty
solid design with good quality components. I'm a little surprised you are
having trouble.

The first thing I would check is the indexing of the vfo bandswitch. (That's
the funny little pair of gears with tabs instead of teeth located at right
angles to the main bandswitch.) That's what switches the capacitors inside
the vfo cage to give full dial bandspread on 40, 20, 15 and 10 meters.
