[Heathkit] sure will appreciate help on getting straightened out on SB-221

SB-221 is simply a repackaged SB-220 that will NOT run on 11 meters. It
has tuned inputs that required a separately ordered 10 meter tuned input
kit with PROOF of Amateur License to obtain.

Your TS-430S DEFINITELY needs a "buffer" relay to key this amp.

FT-101zd and/or FT-101ee will key it directly.

ALC "should" work with all three of them.
