Heathkit specified it for 2,400 volts no load, is your 2,100 volts at no load or with it drawing idling current?
If the meter is reading 2,100 volts no load the most likely reason for measure low voltage is the multiplier resistors for the HV metering position have drifted up in value. This is a common occurrence in many amps of this vintage which use similar circuits.
