[Heathkit] problem with HM-2140 meter

Have the HM-2140,dual meter HF unit. Every thing seems to work fine till I push the PEP button, the Forward meter jumps up to about 1000 and sits there,turn off and meter drops to zero. same on hi or low power selection.  this happens with or without a rig turned on,no feed to the meter. I haven't gotten into it yet, maybe a leaky cap? any help would be appreciated.
