With a few exceptions, manufacturers which actually turned out some very poor examples, the 6146W, made after mid 1964, is exactly the same as the 6146B/8298A. Usually, a "W" suffix means ruggedized for military use. However, the 6146B/8298A was designed by RCA for commercial two-way use which has basically the same need for a rugged tube.

One source, which I can not now find, states that tubes
with a W suffix were made for military contractors. They may
have had different tollerances than the civilian versions
but do not appear to be different tubes.
