Excellent!  The 20 w resting sounds about right (i.e. same as mine).

I replaced all of the electrolytics and also found that some (qty 3) of the carbon comp resistors had gone well out of spec.  I would also loosen, clean, and then re-tighten all lockwashered screws to make sure the chassis contacts are solid. I also had a little problem with chirp on 10 and slight chirp on 15 so I measured the low voltage on the oscillator, and then put 2 zeners in series on pin 8 of the 6CL6 to regulate that voltage a bit better.

In the DX-60 that I'm re-manufacturing (re-plated the chassis and all shields, re-built a new wiring harness, all new components, all new stainless steel screws/washers/etc.) I'm replacing the 6146 with a 6293. I've also added an OA2 voltage regulator on the oscillator instead of the zeners.
