No but the voice prompts have a serious Chinese accent.
 
The 'manual' absolutely stinks, but if you dig around enough you can accomplish most tasks.
 
The programming software (if you have the cable) is supposed to make it much easier to program. I haven't tried that yet.
 
If you look up Baofeng on YahooGroups there are more than one group. I've found some good help in there.

Does it need to be programmed in Mandarin with all of those hanzi
characters??
