The Baofeng uv-5r is a nice dual band HT. Still absolutely dirt cheap at around $55 shipped from China. The uv-5r is the successor to the -3r.
 
Lots of Ham suppliers are selling them now - not just eBayers.
 
I got one a couple of weeks ago. Works great. A pain to program, but for the price I can live with that.
 
After people saw mine I know at least 5 people who have bought them.
 
I also have a Wouxan 689 VHF - a little more expensive ($70+) but still very worthwhile.
