If you can't hear the crystal oscillator in the receiver, you need to start there.

Do you get RF Output when using a crystal?
If you do, but you don't get anything with the HG-10B, your
transmitter is probably oscillating at some high frequency. If you
can, check further into the VFO to make sure it's doing what you think
it's doing.
