Wrinkle, crackle, etc., paint can be really "spotty" these days. Back in the 1970s into the 1980s there were a number of these paints that basically worked every time. Unfortunately, the EPA and OHSA have basically outlawed the various ingredients that made the paints work so well.
To get a crackle finish, I use the method outlined in

along with the paint computer matched by Sherwin-Williams that is described in the article as well. There is one thing different and that is the PlastiKote brand name has been abandoned. However, the exact same paint is now available under the Valspar brand with the same part number, etc. Same paint, the manufacturer has just gone to a different brand name.
If you are repainting a cabinet, or even "touching up" a cabinet, I strongly recommend that you completely strip the old paint before starting. Heath, like most of the other "boat anchor" manufacturers, did not prime the metal before painting. When you overspray an existing paint job there is a very good chance that the original paint will "flake off". It is much better to completely remove the original paint, prime, add the crinkle, and finally spray on the final color.
