[Heathkit] Heathkit Digest, Vol 95, Issue 44

Loosen and re-tighten the screws that hold the circuit boards to the chassis. 
The boards depend upon the star washers for grounding of the boards to the chassis. Poor grounds can cause strange problems with these transceivers.
